But exploitation rarely begins with force — it begins with an opportunity, a relationship, a gap between agencies that no one is watching. By the time a case becomes an emergency, the signals have usually been there for months.
Safe Signals exists to close that gap — before it becomes a case file.

Safe Signals grew out of Protected by No One, account of navigating two countries’ child protection systems — and watching the signals of risk go unrecognized in both. The book isn’t the starting point of a campaign. It’s the reason the mission exists: if the systems built to protect one family missed what was in front of them, what else is being missed — and what would it take to see it in time?
